Terri and her dedicated staff have worked tirelessly to update the collection process and provide the checks and balances needed to protect the citizen’s tax dollars. She has also instituted several technological innovations to the office during her tenure. The computer system was updated and merged with merchant license software in order for everything to be managed within one system. In 2009, a tax installment plan was established for the 2010 real estate taxes.
Terri brings a wealth of experience to the collector’s office. Prior to her election, she owned and operated Mitchell Insurance Agency in Richland for 25 years and was elected to the Richland R-IV Board of Education four terms; she served as President six of the twelve years, enhancing her understanding of tax levies for school districts. She also served on Missouri’s Central Region Workforce Investment Board and is a member of the Missouri Cattleman’s Association, Missouri Farm Bureau and the Richland Chamber of Commerce.
Terri’s parents, SGM John and Doris Starmer, made Pulaski County their home when Terri was 4 years old. Her father served in the United States Army and was a WWII veteran; he retired after 31 years of service. Terri graduated from Richland High School and attended Drury University.
Terri’s husband of 34 years, Jim Mitchell, served 14 years in the Missouri State Legislature as the 148th District Representative. She and Jim have two children, Mona Shaw (Adam) and Levi Mitchell (Cecily) and two grandchildren, Brayden Burd and Gavin Shaw. Public service has been a way of life for Terri and her family.
