· At least ninety days before requesting a Collector’s Deed, the Tax Sale Certificate of Purchase holder must have notified the publicly recorded owner of such property stating the purchaser’s intent to obtain a Collector’s Deed (Letter of Intent), at the last known available address, and any persons who hold a publicly recorded deed of trust, mortgage, lease, lien, or claim upon that real estate, or their right to redeem such person’s publicly recorded deed of trust, mortgage, lease, lien, or claim upon that real estate, by certified mail and verification of such mailings furnished to the Collector;
